Financial issues and not even knowing where to start

So I just joined this community because, as you may have guessed, I'm interested in applying to grad school, for a variety of reasons. I've basically hit the cap on the salary I can make with the degree I have, in the field I want to work in. I wanted to know if anyone knew of or applied to the Rutgers English Diversity Institute Program, a week-long intensive graduate school preparation program for those pursuing English? I just received my acceptance email and wanted to know if anyone was accepted? Hopefully I'll see you June 5!

Are there any reputable graduate schools with psychology programs in Europe, particularly western? I don't know if it's just me, but it seems like the study of psychology is more popular in the U.S. than it is anywhere else.
